Designation with the U.S. DOE Clean Cities Program
Original, official designation date for the ETCFC --> 10-12-04

Now we're designated!
On October 12, 2004, the ETCFC became an official member of the national Clean Cities program. It took us approximately 2 years to achieve designation, which is fairly quick (most communities take 2-5 years to build a coalition that is a designated participant).

We are extremely proud of our effort, and work on a daily basis to achieve our goals of 1) making a difference in air quality in East Tennessee and 2) helping our nation be less dependent on foreign countries for petroleum.

We have pictures at the bottom of this page from this blessed event, and at the bottom of this page is information on our Program Plan -- what we had to develop to become designated in the Clean Cities program.

Program Plan Docs

Below are links to the documents that make up the ETCFC's Program Plan, which was completed and provided to the Clean Cities program in Washington DC in early December 2003 (we were notified of our acceptance into the program in early 2004). There are four main documnets:

>> ETCFC Program Plan (MS Word, 2.1 MB)
Here is the main document (in MS Word). There are approximately 100 pages of which over half is appendices or place holders for appendices pages. Thus, there are three main chapters and the up front information (e.g., TOC) that take up about 40 pages.

>> Appendices 3-6: Current and Forecasted Numbers (MS Excel, 58 KB)
This document is an Excel workbook that contains four worksheets of information that were part of the Program Plan. The four worksheets are appendices to the main document:  our current AFV numbers (App. 6), our forecasted mid-2008 AFV numbers (App. 7), our current and future hybrid numbers (App. 8) and our current and future infrastructure numbers (App. 9).

>> Program Plan Review Checklist (MS Excel, 214 KB)
This document is the Program Plan checklist that we filled out to help national Clean Cities find information in the Program Plan.

>> Clean Cities Roadmap 2003 (MS Word, 397 KB)
This is a link to the Clean Cities Roadmap. The roadmap has a section in the back (pages 36-45) that details what national Clean Cities wants in all the program plans they receive.
